Add custom navigation bar?

Hello everyone,

I would like to add a custom navigation bar to my forum including the homepage. I want to make it similar to IGN.com (http://www.ign.com) and put it in the header so it shows up on all pages. Can someone tell me what the code would be for this? I'm assuming I will just add it to my header template. Please let me know how this is done if possible!

Just seen your web.. Your total skin seems so messed up..

Btw you can add a simple css ( style sheet ) to make such navbar.
