How to prevent Hidden embedded flash scripts

There seems to be a hidden flash script in here:

that someone managed to somehow post into the thread. Any idea howI can prevent people from doing this in the future?

Any way to report such spammers?

Do you allow users to post using html? If so, turn that off.
