goto Usergroup Manager --- edit usergroup ---- scroll down until you find this --- Private Message Permissions
Then Look Here
Maximum Stored Messages:
If you set this to 0 users from this usergroup will not be able to use private messaging.
and change limit number and save

To troubleshoot this, first reupload all the original vB non-image files (except install.php). Make sure you upload these in ASCII format and overwrite the ones on the server. Also be sure to upload the admincp files to whichever directory you have set in your config.php file. Then run 'Suspect File Versions' in Diagnostics to make sure you have all the original files for your version and that none show 'File does not contain expected contents':

Admin CP -> Maintenance -> Diagnostics -> Suspect File Versions

[Note: In some cases you may also need to remove any of the listed .xml files in the includes/xml directory.]

We need to see the bottom part of that error to see what is wrong. Most likely it is a problem with a modification. Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php

define('DISABLE_HOOKS', true);

This column - automediaembed_edit_permissions - is from a modification. Perhaps you didn't remove all the files you uploaded for it when you went to uninstall it. Check your includes/xml directory. and read the install instructions and undo all it had you do.

I told you how to resolve it. Go to the modification, read the installation instructions and undo everything you were told to do. If it said to upload a file, then now you need to delete the file.

its fairly simple via your FTP go to your includes/xml directory and remove all instances of automedia embed

also you should be able to download the offending modification again and follow the upload steps backwards thus removing all the files that you uploaded for that mod, to work, assuming of course that you clicked the "mark as installed" button in the modification!

tip of the day: back up everything you have running now, in case you delete the wrong files!

in the "public html" directory

then whatever directory your board is in for instance: "forums","forum","board" etc

i take it by the lack of knowledge in FTP you did not set up your forum?
