I don't own vBulletin, but I would like to post in the Mods area, with unlisenced. I have no intention of buying vB at this time. Can I post while being unlisenced?

No, you cannot post in the mods area while being unlicensed.

..and if you are unlicensed you should not have vBulletin, and it would not be possible to develop anything.

There is one exception; if you are working as a developer for someone else who owns a license, they can put your email in the priority support section in the vbulletin.com members area, which would allow you to post.

That is what I am: I'm a Sub-Administrator for Hall of Famer's forums, which should count to let me post there.

Did you read the second half of the post? Ask the license owner to place your email on their priority support list.

the "logic" of being a sub-admin may be important to you, but the endeavour to let "everybody" being a sub-admin would make it impossible to verify your real situation on that site, so instead of giving the access to anybody and everybody is by giving the real site owner the capability to list 3 sub-admins (or whatever term to use) in the Priority Support list...

Your admin will have to enter the Members Area in that place, and list the email you used to login on vbulletin.org so you have the access you require... (btw, that access is a privilege, not a right!)

I've contacted Hall of Famer, so I hope to get some great vB.org hacks soon.
Also, how do I upload my own custom avatar. It says I can, but there is nowhere to do so.

You will be able to upload a custom avatar after you get 'licensed'.
