How is the articles system setup here?

it's a regular forum, with template edits and maybe a little addon or two, but basically, it's a template edit.

Also I think there are different permissions so that articles can be reviewed by the staff and then approved. Although im not 100% on this.

That is just standard vbulletin usergroup permissions applied to a single forum. It's a forum where users can see their own threads, but not those of other users (Can View Others' Threads > No).

You would have to write a plugin to do that. There is a mod called Chief First Post that may do that, I'm not sure. Or do a search and see if there are other modifications that will do that.
