How do I enable it so when you click on a user's profile that users can post on it and stuff?

In the Usergroups manager enable visitor messaging for the usergroups you want to be able to use this.

You didn't update your templates for use with 3.8 and so they are using the old 3.6 profile page which doesn't have Visitor Messages. You will need to either revert the templates or upgrade them.
