No Emails From Admins? - What is the point?

I was wondering, what is the point of the setting - "No Emails From Admins"? The reason I ask because when sending emails, we (the admins) can override this and send them the email anyway. What is the point of this? I can understand if you had a newsletter and said no to the newsletter, but this isn't the case.

Now, if there is something important that needs to be sent out, then you simply click on the option to send it to everyone.
