Problem with forum time.

My board is set to be GMT -5 and has been for over the year it has been in use with no problems but randomly today it went to GMT -4 despite the fact that it has not been changed in the admincp and my daylight savings time settings are correct (ON).

Any idea what the issue could be and how to fix it?

vB gets it's time from the server. Have you checked your server time or asked your host if they have done anything to the server?
