Is there an add-on to allow people to tag threads for later review, as in vbulletin.org's UserCP -> Tagged Modifications?

Well, a user can just Subscribe to a Thread (and ask for no email notification). I'm not sure if there is an actual mod. Did you try a search?

Yes, I did search. But you can imagine what "tag" and "threads" are likely to get you as a keywords.

That's why I always search "titles only".

The question is even simpler: is the modification used by vb.org to tag modification threads available?

No.

However, someone made a Modification Mod that is like the first post in the Modifications forums and it probably has the code in it for 'tagging' the thread.
