I have vbulletin 3.7 and I have a vbcredits addon. Is there any way to make it to where users can spend their vbcredits to upgrade to another usergroup? The purpose here is that they can upgrade to a usergroup that I gave permissions to access a certain forum area by spending vbcredits.

Any ideas?

You'd have to make a mod for it.
