I saw this under the Usergroups > Administrator Permissions

Dismissed vBulletin News Item IDs
What does it do?

When you login to your AdminCP and there are news items from vB (such as upgrades) you have the option to "Dismiss" them so you no longer see them. If you want to get a news item back you can remove the IDs from that field and they will appear at the CP Home once more.
