Notices by page - index.php ..

Hi,
I don't know if this is the right place to put a mod request!
I searched but not found any ,
Is there a way (MOD) to show some notices only in forum home (index.php) e.g ? i.e : criteria in notices.

I haven't seen a modification for that - I actually haven't seen many modifications for notices at all.
