That looks like a standard member.php page in 3.7 and 3.8

these all came from the same site....it appears that each member is customizing their profile to there liking

The blue version is the standard version for all members....

Yeah, that is standard in vb 3.7 and 3.8 to be able to customize them like that. If you have albums enabled, you can even have images for backgrounds and stuff.
