Ok if I have an owned vbulletin license do I ever need to pay a annual renewal fee or is that 40-60$ just if you want access to the mods/ support?

The license page seems pretty straightforward to me...
The owned vBulletin Forum license allows you to run the software on your site indefinitely. Along with this license, you will receive one year of free updates. Beyond the first year, a nominal fee of $60 (or $40 if purchased within 60 days of the license expiring) is payable to obtain updates for an additional year.

yeah but does that mean the updates stop or my entire vbulletin license becomes invalid

It means exactly what it says
An owned license allows you to run the software indefinitely, aka forever
You receive one free year of updates
Beyond the first year, it's $40-60 for another year of updates

only for official vb updates
i think for vb.org is alright to use , even if its expired
correct me if im wrong, but i think thats why some vb.org users still use lower versions that 3.7

You will have licensed access to vB.org as long as you have a valid license.
