I find drinking lot's of alcohol has the best effect. Though I'm sure there's a script about that allows this twinkling effect for usernames. However, the preview your showing I'm sure is done/designed via designing an image Text and adding twinkles whilst implementing animation within the image.

It's not hard to design the twinkling effect but if your not savy with graphic designing or animating then the script (which I cannot locate) would be your best bet.

Go to the forum you saw this done on and look at the page source. I've seen it done just with css before.

Actually, we cannot see it at all since you never gave a link to the forum. I can't tell if you still need help or you figured it out. This has actually been discussed before and the css posted in a thread. I don't remember the thread title though, but I'm sure if you spent a little bit of effort searching in these help forums then you would find it.

So can you put the solution up for others?

It seems like its fairly easy to do..
In your usergroup manager add a span to the HTML markup section whose background is set to the animated Gif.
Opening HTML:
<span style="background:url(pathtoimage);">
Closing HTML:
</span>
