Flashing Red thread titles when they have been closed

Is this a mod? I seen this before.

I haven't seen that exact mod (that I recall). I have seen mods that do markups on closed threads.

Personally, flashing stuff annoys me. It's also one of those things on the No-No list for web development. I'd think again about adding something like that.
