Vbulletin 8.1, Custom User Profiles

I am using vbulletin 8.1 and am just wondering do I need to activate the feature for users to customize their profile page;

eg. http://img8.imageshack.us/my.php?image=74899664.jpg

as I can't seem to find the page to do so yet?

vBulletin Options > User Profile Options >Enabled User Profile Features >Profile Styling >yes
