Promotion based on assorted factors

I wish to promote a user to a secondary usergroup if their age equals or is above a certain age I set.....
Is that possible?
I know that you can promote based on # of posts, rep and join date..........is it possible to do it based on other factors?

Is there a mod out there to make it possible to do it based on other factors? Or is it possible to make one?
