How can I sticky some treads in "new post" area,
so as all members see them every time they search for new post ?????

It isn't a default feature in vb to be able to do that so you would have to modify the code to do that. I don't think I've seen a modification here to do that either.

If you look at the Notice page, you'll see it says "Notice HTML" - This is the HTML that will be shown to visitors when the conditions set below are met. So yes, you may instert a link as long as you write it using valid html.
