Keeping Banned User OFF Froum

We have a trouble user that has been banned for breaking numerous TOS and continues to join using proxy servers and free email services.

Is there any way to keep him off, other than manually approving registrations and keep banning his accounts?

You could try using the add-on "multi account detector", you can find it in the mods section.

There are also some add-on's to stop users registering via a proxy, you will have to do some searching.
