I'm not sure how many of you have used Discuz before, but it has a really advanced points system (either add-on or built-in, not sure) that promotes forum activity.
It integrates the Forum Experience plugin

with the ability to view:
- Images (Must be a member to view images)
- Download certain files (-1 point for each download)
- View Threads (Must log-in as member to view a specific portion of the thread)
- Certain sections of the forum
There are some other factors too such as how often they login, and activity. I think such a plugin will greatly help some of the smaller forums out there to encourage more activity.
