i have bought another domain and would like my old vbulletin site to redirect to the new one but use the old ones database do i just upload the old sites database to the new one or install vbulletin and upload the database..

You can just move the database over. Make sure you change the Site URL, as well as clear any cookie path/domain settings.

What kind of backup is it? From PHPMyAdmin or from vBulletin?

The only reliable method of backing up and restoring a database is with shell access via telnet or ssh. This is because backing up with a PHP script like that in the Admin CP or phpMyAdmin can result in PHP timeouts errors and an incomplete backup file. Please see the instructions here:

Export everything from PhpMyAdmin then reupload it to your new host.
Thats if your using a new host or is it just the domain? If its just the domain this is very simple and all you need to change is the domain in the settings like Dismounted said.
