Agh, I got told the answer but the site co-owner wanted something more specific. Take this site for e.g

http://www.minuscelsius.com/

They have the status icons for "New posts" or "No new posts" and then an image next to it. What plugin or code modification does this??

You can actually use HTML in forum descriptions.
