I need a product for vB 3.8 to send a private message to all members from AdminCP.
Where can I find it?

If you look at the last page of this mod (https://vborg.vbsupport.ru/showthread.php?t=141622), you'll see that others are using it on 3.8. If you had searched, you would have found it.
