I there a way to force my Users to read a special post?

As the topic says, I am looking for a way to force my Users to read a special Thread one time b4 they can go on posting in my board..

I am not 100% sure if there is a hack for the vB cause I only had the one for my old wbb..

And yes I used search but found nothing usefull about it :/

With 3.8 you would not need a modification for this, hence why i first asked your vB version.
