How do you put inferno vbshout on all pages?

I have put the code <!--{%SHOUTBOX%}--> at the bottom of the navbar template as I have read others saying to put it there but when I did this it still doesn't show the shout on all the forum pages.

Assuming you've read and asked the question in the vbshout thread, I'll hazard a guess: Put the code in your footer?

Note that with a few users in the shoutbox, this could send your server load skyrocketing. Not at all a good idea.
