I have 2 questions to ask,
1- what is DOWNLOAD IMPEX in members area??? whats does impex means??
2- where can i download latest blogs, i dunt see any link in members area.

1) Impex is used if you have a forum that is running another brand of forum software and you want to convert it over to vB.

Blogs are an add-on. You must purchase it in order to download it.
