Where can i edit the Moderator Permissions?

In admin CP forums and moderators - show all moderators
then edit which you want

But there isnt a way that new mods have what i want instead of me going in and changing them one by one?

Well, you may also edit the Moderator usergroup. And, when you add a Moderator to a forum, you get a permissions screen also. It kinda depends on what you are trying to change.

I dont have forum specific moderators. I checked out the Moderator usergroup but it doesnt give you all the options like when you go the show all moderators way.
Is there an option of setting the standard permissions for all moderators instead of going to show all mods and editing them one by one?

There is no option to change permissions for all moderators at one time. You have to do them each individually on the Show All Moderators page.
