if a user gets demodded, do the reported emails (if set to be sent) keep coming to him/her?

That should probably depend on if you remove him from the usergroup or oyu completely remove him form the forums too.

If they are no longer a member of a moderation usergroup, and you've removed them from the forum moderators in the ACP, then they shouldn't receive notifications of reported posts.
