I think this would work......
Create a new usergroup with the same permissions as registered members.
Move half your members into it.
Email each group seperately after the required time period.
It would most likely have to be a manual process moving them.
Other than that, change host or ask for the limit to be increased.

Setup a gmail account to send mail from the address you want.
Gmail has a 500 contact per email limit I think.
Better yet, sign up for google apps and use that:
http://www.google.com/apps/intl/en/business/messaging.html#utm_campaign=en&utm_source=en-ha-na-us-bk&utm_medium=ha&utm_term=non%20profit%20gmail
Either way,
What I do is create a mailing list, and then copy all of the addresses over into a word editor. I find and replace all of the spaces with commas, and then copy that into a gmail compose message in the bcc area. Then I write the email and send it out.
Works for me.

You could always purchase a email/newsletter system that has throttling built in to it.
