I Have vBulletin Version 3.8.0 and the Admin Control Panel don't saw the Annoucement and the Task Manager..!!!Please help me..

Disable all the plugins and modifications?

If all the files are there, and plugins are disabled there isn't any reason why Announcements and Scheduled Tasks wouldn't be there.

Most likely, the phrase was deleted somehow. Please open a support ticket @ vBulletin.com.

I don't understand what you are trying to say. But if you are having issues with a modification, please post in the modification thread, or contact the author.
