on my site, I'll be having styles for sale and they will be posted in public sections. So I want everyone able to view the thread where you can download the style, but you must be a member of the "License" usergroup to be able to download any.

This is for attachments, any text links can let anyone download from. But only licensed members can download attachments.

You can regulate attachment download in user permissions, enable/disable. Seems like you might want to think about adding a licensed user group and enable downloads there and disable them in the other groups you don't want to have the ability to download them.
