It's possible to change the settings of a pool when it's already open?
Can i (administrator) make it 'public' if the user make it 'private'?

yes you can edit a poll

if i click on 'MODIFY POOL' on the post i haven't the option to make the pool public or private.

Are you talking about a "Pool" or a "Poll"?

No AFAIK there is no option to change this.
