need help urgent please

i cannot login to my admin cp and also in the forum. when i login its redirects me to login screen only and also i tried clearing all cookies and logging in again but none worked . Can anyone please help me

Upload tools.php from the do_not_upload directory, and run the tool called "Reset Cookie Domain/Path".
