It sure would be cool to be able to setup a vb forum to run as some kinda help desk / support ticket system. Heck, vb could even handle payments too..

actually, as you are in the non-paid section, you may not have a right solution for this, because there is already 2 paid solutions that offer commercial-like Ticket engines for vB... i suppose you do not want to pay for them, reason why you ask for a free one, but i would say as all the others, that paying for something that will bring you profit is just a balance of things. the guys work a lot to offer you full products for your needs, and from what i know, they work well on support too.. :)

You can do this in VBulletin without a mod more less.

Create a section and set it that only the poster can see his/here help thread and not other thread starters for help but allow all to make a thread. They'll see your replies & theirs but no one elses that creates one.

How do you create a forum that allows a thread starter to see their thread, yet no one elses?? I don't see an option like that when I add a new forum.

After you create the forum, you go to Forum Permissions and click on the usergroup to set the permissions. You should probably hit Deny All and then add permissions to the usergroups you want to add permissions to.

i use this, EXCELENT, highly recommended.
as you can see in my signature im using it on 3.8.1 ;)
be warned privat tickets arent as private as you might think.. but works otherwise.
