Thread title in ip address

I've seen some forums do this but I'm having problems finding the hack.

Does anybody know of this hack? (or changes needed to do) to make this happen?
It puts the thread name in to the ip address

Example:
/forums/web-design-lobby/104136-new-web-design-business-need-guidance.html

Are you sure you mean IP address?

What you showed adds the thread title to the address bar, which is a form of urlrewrite.
