I will buy a vBulletin license so i can install it in my website and i would like to know if i will need to acquire a 2nd license if i want to have a test forum in a different sub-domain ..

The License Agreement (http://www.vbulletin.com/order/license_agreement.php) allows you to run 1 test board that is not publically accessible.
