Hello, please, if some try to put your user avatar told they can not write temporary file, I looked and I see all permits that have allowed the vicissitudes and vagaries of public_html folder has permissions 777.
How can that be?

Do a test upload - admin cp > maintenance > diagnostics > upload and see what it says about your upload tmp dir. Your host may have to set one for you.

It gives me no problems for the rise:
file_uploads: Activated
open_basedir: / var / www / vhosts / foroxd.com / httpdocs: / tmp
safe_mode: Enabled
upload_tmp_dir: None
upload_max_filesize: 2.00 MB (megabytes)
No errors occurred while opening the uploaded file for reading. You should be able to disable the option "Up in Safe Mode? without any adverse effect.

Do you have problems uploading an avatar? Try the different methods you offer and different sizes for a test and see if you can produce the same error.

I did several tests, including upload from admincp and I said:
There was an error with your load:
* Unable to move / copy the file

Do you store the avatars in the file system? Is the folder chmod to 777?

If you have chmod 777, is very rare.
thanks for help

The only folders you should have chmod 777 are the ones vbulletin tells you to chmod to 777 and this is one of those cases. From the help button in the Avatars area in the admin cp:
If you are moving images into the file system, you will need to create a directory within your forums folder (/images/customavatars is a good one) for their storage. Unlike when you are storing attachments in the file system, this folder must be accessible from the web (usually CHMOD 777).

Please consult with your host if you need to set a upload_tmp_dir
