Need some help

Well i recently asked a question and got an answer but i still need some help.

This is the question:

Well, i have a usergroup called GFX team and GFX Leader. I want the GFX leader usergroup to be able to get members into the GFX team only. Not any other user group.

How can i do this?

The answer i got was:

Make GFX Team a public joinable usergroup, and assign the GFX Leader as the group leader. This person can manage requests to join this group.

Well how do i make a group a group leader?
