How to turn into a mod?

Ok i have this great postbit_legacy layout that i use that hides all the info like "Location" etc. in a spoiler box from the spoiler box and it keeps my forums nice and tidy because small posts dont take up loads of room because of the postbit

How would i got about publishing this?

Post the postbit code here as a template mod. I`m interested to see how it looks also.

Just post it in the template mods section. You can post the template changes right in the post, but it is usually best to also include a txt file which lists the changes also. Do a search on "postbit" in "all mods" "titles only" and see how another author for a postbit modification has done it.
