Is there a mod where users can Give Rep to other users?
Or can this just be done in normal vB settings?

Its a standard vBulletin feature, check your settings.
AdminCP > vBulletin Options (http://www.vbulletin.com/docs/html/main/vbulletin_options) > vBulletin Options (http://www.vbulletin.com/docs/html/main/options_settings) > User Reputation (http://www.vbulletin.com/docs/html/vboptions_reputation)

Rep+ is a smf addons wich works just exaclty as user reputation addon from vbulletin
in other words is just the same, but here you dont click on something that says + or - bellow the postbit

But there is no option for others to give Reputation.

You can give reputation by clicking the https://vborg.vbsupport.ru/external/2010/12/16.gif symbol which is located on the post. (Once you have enabled it through the page I mentioned earlier)

One last question. How can I change the size of the image? I mean I made a new image in photoshop with a width of 40px. But it's extremely squished on the forum.

Uploaded in binary, works fine now.
But how do I make it display their rep power and total rep under the pips?

A grey pip means the user has disabled the use of the reputation system for themselves. It can also mean the user has 0 reputation.

How do I make it, so that everybody starts with like 5 reputation power?
Everybody has 10 rep, but 0 rep power, that's why it doesn't work.
