uploading file/images VB 3.7.x

How come i'm unable to upload files larger than 1200 x 800?
my users are getting a "internal server error 500" when ever they are trying to upload files larger than 1200 x 800 to vbGallery/Photopost..

User setting are all at 2500 x 2500 and 5.500.000 bytes - still no luck
How many settings are there in order for me (admin) and my user to upload images.

Same thing happens trying to upload the pics to the vbGallery..
