Create a new style with no parent - Styles & Templates > Style Manager > Add New Style > no parent - then browse the site using that totally default vbulletin style - do you still have the same problem? If the problem is gone with the new style, then the problem is with your style. The navbits are usually in the navbar template, so start by looking at that template.

If it's in several styles, then you will have to fix it in each style.
