I am trying to have someone develop a modification/code for my site. I have put out a request on the paid services bb. I have gotten a few quotes that require payment via Western Union. In my experience, that's a classic red flag. Is there some legitimate reason developers would request Western Union or should I be wary?

I would not pay anyone online via western union. Once they have your money you are out of luck. Of course if they want this payment after you have a working product in hand then that is fine. :-)

1. NEVER pay by check, cash, or money order as they offer little to no fraud protection. In the case of a check, you can at least cancel payment, but it eventually is same-as-cash to the endorsee. Use PayPal or another secure, reputable online payment provider (although note that PayPal is by far the most commonly used provider).
I would never accept/make payment by Western Union. There should be a strong trust relation before using this as a payment method.

paying with WU or anyother ground system is just a way afterward to tell you "the payment never arrived so i do not work"...
you just have to take these names and put them in your ignore list... this is not a suggestion.

i didn't like those prejudices. not everyone uses western union scams people. i have done many jobs here and almost all of them paid via western union. the name western union doesn't mean "scam". i prefer western union because it is "cash". when you send money to paypal: 1) it cuts some amount when money is sent 2) it withdraws to card, not bank account (i'm in turkiye) 3) when i withdraw it cuts $5. 4) it takes 5 days to withdraw. so my most preferred way is western union. and i always tell my clients, payment is via western union and payment will be made after i complete the product and after you test it on my local. so the client makes the payment after he tests the product and when i receive the money, i send the product. this is the way i make my clients feel secure.

western union has a transfer status system by which you can check if the money is available to pick up, picked up or never sent. so the coder can never tell a lie like this.

people from countries not included in paypal have no other good way to deal but the ground services... the only statement here would be to pay AFTER the job is done.
actually the statement is: a good amount of coders here can do the job required... a coder who refuse to work without being paid can be replaced by a more convenient coder who willingly accept to code before being paid.
