I'm trying to create my own skin but it's nearly impossible since I can't get to the template page.
It's just all white looking and unresponsive.
I'll upload a pic.https://vborg.vbsupport.ru/external/2008/12/20.gif
That's what I get when I try to edit a template.. Any help?

Reupload all the files in your admincp.
If it is still happening, then try disabling your plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php
define('DISABLE_HOOKS', true);

Did that page ever work? When did it stop working? If reuploading just the admin cp didn't fix it, try reuploading all the other files too.

The page never worked. If I reupload every file, will it delete what I have done currently meaning the boards I have created ect.

Reuploading files doesn't affect the database at all.
I have heard of a problem like this before. Is it only that one page in your admincp that is 'white' like that?

Yes, the template page is the only page that is like that.

Sorry for double post but, I deleted all the files and reuploaded new files and it still doesn't work.

Hmmmm, I'm wondering if it could be mod_security or suhosin.... take a look at this thread and try this and see if it fixes it - http://www.vbulletin.com/forum/showthread.php?t=197290

I tried that but I'm not sure I did it. I opened notepad but in the code and saved the name was .htaccess and moved it into the forums folder. Still nothing. The new document looked normal like you write down like jfdknfg and save it and it's just the little notepad looking thing.
Did I do it right or did I mess up?

Sometimes you have to restart apache.
I really don't have a clue on this. I'd suggest putting in a support ticket over there.

Reupload your Admin CP Styles (/cpstyles/).
