Howto: Force users to ignore each other?

Is there a mod that will allow the admins to force users to ignore each other? I've got a problem with some kids who are always at each others throats. I've suggested they add each other to there ignore list but they are ignoring me.

Can't get them to ignore each other, but they'll ignore you, huh? Hehe.
