How do I make a custom navbar

I can do in regular css in a normal site but not with vbulletin . Something like http://mixmakers.net/forums/ I would like a hover and stuff how would I go about making one .

Where would I start just by deleting the current navbar ?

The navbar template. You will want to keep some things in there - just remove the bottom navigation bit.
