I've been searching for a half hour and can't find the add-on/mod/or template mod for vBulletin 3.6 that allows you to have a unique image for each forum on the FORUMHOME

Does anyone know how I could modify this mod to work as a background image for a cell, or know of a different mod that is made for background images? This mod seems to be only for images, and I lack the tech. knowledge to make it work for backgrounds.

No - you can just use HTML in your forum's description.

I'm not good with code/HTML - having trouble coming up with the correct code to display a background aligned to the right inside a forum description.

It is probably not a background - there is no description text in the screenshot. ;) Try a container floated right.
