Phrases

What is the proper way to create an XML file JUST for phrases?
I don't want it to have any template edits and there is no install / uninstall, just adding more phrases to the phrase manager.
Can anyone give any examples?

In a nutshell - you can't (AFAIK). However, a language file is a possibility, but it probably only backs up translations.

Just create a blank product? It would make it easy to remove as well.
