"Edit Avatar" not showing in members User CP

When I'm signed on as the admin, I have "edit avatar" under style in my user cp. Registered users don't have this option and I'm trying to figure out how to change that. In the admin it's checked "yes" i believe for registered users allowing to have avatars.

either you didn't give permission in the usergroup settings, for them to use avatars, or you didn't set it in vbulletin options.

try to check both.
